"Evidence and analysis from Government and others consistently shows that there are significant opportunities for improving energy efficiency in large organisations which will generate savings well above the cost of implementing them. However, those steps are not yet being taken. Government therefore took the decision to require large electricity users to become part of the scheme from 1 April 2010."
