Crossrail 2 ‘a housing scheme with a railway thrown in’

Crossrail 2 could deliver huge amounts of housing in the capital - but only if the government devolves powers to London councils and undertakes a review of the greenbelt, according to the head of the London Chamber of Commerce and Industry.
