Employment land reviews (ELRs) have a major limitation. As currently applied they generally only relate to part of the demand for ‘employment land’, as they exclude demand from the Non B Use Class sector, or non-traditional employment. ELRs therefore need to be more ‘comprehensive’ than they have been to date in assessing the true scale of employment land need.
