This highlights the exact problem here in that the landlord class are not a profession and have very limited knowledge of their industry. most houses could achieve these benchmarks by filling cavities, adding draught excluders, loft insulation as a must and they then should be miles over the standard values. Publicly owned housing stock is far better than this on average, it really isn't a high water mark to try and hit, especially for such a profitable industry. I wonder how much these "experts" were paid for their uninformed guesses?
