By only offering incentives tied to the energy performance of buildings, it nudges the real estate industry towards new builds over retrofitting existing stock – and in the process ignores the carbon emissions created by the additional building materials.

If the country hopes to meet its new ambitious climate targets, then Whitehall needs to totally rethink how it approaches calculating carbon in the real estate sector.
