Virtually no new offices are being built in London suburban locations as the values do not compete with residential where there is a ready and consistent demand (‘Need to know: the impact of the office-to-resi PDR’).

There is plenty of scope for office development but the market must be allowed to operate and office rents, which in many locations remain at 1980 levels, must be allowed to rise.

The mechanism is a reduction in oversupply by residential conversion of poor buildings.
