Councils designating nature reserves should consider Cardiff case

Last month, the High Court overturned a decision by Cardiff City Council to designate land around Llanishen Reservoir as a nature reserve. The decision was a victory for reservoir owner Western Power Distribution (WPD), which has been trying to build homes in the area for almost ten years.
