Buy-to-let landlords rush to beat Osborne's tax surcharge

Buy-to-let landlords have driven an upsurge in demand in the housing market as they seek to complete purchases before a new stamp duty surcharge comes into effect in April, according to the Royal Institution of Chartered Surveyors (RICS).
