Commitment through lean years reaps rewards

Some council-owned land west of the centre, next to the city bypass, was identified and a development partner sought. The council formed a joint venture company with Miller Developments in 1990. Miller brought development expertise and access to finance, together with around 24ha (60 acres) of adjoining land.
