Hull City Council and English Partnerships have shortlisted four developers for their city-centre site at Ferensway.
Miller Group, Norseman, AMEC, and London & Amsterdam have reached the final shortlist to develop the 12ha (29 acre) site on the western side of the city.
The council plans to create a mixed-use development through a joint venture agreement. The preferred developer will be chosen in May and the council hopes to start development in December.
Outline planning permission was granted at the end of last year.
