Councils will be asked to identify unused sites, such as old hospitals, empty pubs and disused police stations for sale to local groups in a pilot scheme.
Communities secretary Ruth Kelly will launch the initiative in Sheffield at a former Victorian school that has been transformed into a community centre.
A £30m fund will support 20 pilot projects across the country.
