Liverpool investigation

Following allegations that the developer squandered a multi-million pound loan intended for a major Liverpool office scheme, the deputy prime minister has ordered English Partnerships to investigate a £4.4m DoE loan made in 1992 for the regeneration of Exchange Flags. The scheme remained largely vacant for a decade.
