Baroness Hanham, shadow local government minister in the Lords, is expected to tell peers in today’s debate: ‘The government should take the regulations away and think again. It has had since 1998 to get this right – it is a total fiasco.’

Baroness Scott, Liberal Democrat housing spokesperson, said yesterday: ‘Instead of waiting on the results of pilot schemes, the government is pressing ahead and expected the public to pick up the pieces if it all goes wrong. That is why we will oppose these regulations.’
