New licence rules may bar developers

As part of last week’s recommendations by the All-Party Parliamentary Beer Group’s Licensing Law Reform Panel, the A3 planning category will be split into new sections. The category governs uses as diverse as restaurants, bars, snack bars, wine bars and hot food shops.
