Red tape threat to control supermarkets

In its 1,220-page report published on Tuesday, the commission found nothing wrong with the operations of supermarkets but it did express concern over the limited choice offered to consumers in some areas and threatened to introduce a licensing scheme, run by the Office of Fair Trading, if the situation worsened.
