Reubens’ Gibraltar plan hits rock

Brookfield Europe and the Reuben brothers’ plans for a £1bn ‘boutique’ cruise terminal and residential development in Gibraltar are caught in a storm after a Spanish MP said he would petition the European Union to halt the plans.
