The RICS is today to meet Ruth Kelly, the minister in charge of HIPs, to call for the scheme to be scrapped.
The scheme, which comes into force for large houses on 1 August, requires all sellers to compile a pack containing searches, titles and an energy performance certificate. The institution points out that the regulations require sellers only to have 'ordered' a HIP.
Jeremy Leaf, RICS residential housing spokesman, said: 'These regulations are unenforceable. We want this policy scrapped.'
