Michael Gove, Conservative housing spokesman, said the government was not ready, having unveiled the contents of the packs just before Easter.
He said thousands of new energy inspectors would be needed to implement the system, but when he asked the government two weeks ago how many had gone through the accreditation process, not a single one had
