Westbrook Partners has bought 54 Hagley Road in Edgbaston from Capital & Counties.
It is thought that Westbrook has paid around £11m for the building, which was refurbished in 2007 and is now let to companies including the Tribunals Service.
King Sturge advised Capital & Counties and GBR advised the buyer.
Both declined to comment on price.
