What is the position in respect of empty rates liability where a building has asbestos in its structure?

The basis of valuation for rating assumes that the property concerned is in ‘a reasonable state of repair’, so the presence of asbestos will not, in itself, be sufficient to justify a reduction in or deletion of a rating assessment.
