If delivering all this weren’t a big enough challenge, parts of the land are contaminated with chromium, an unwelcome reminder of the area’s chemical production past. Yet, a decade after it was launched, the project appears to have finally kicked into gear. Office buildings are springing up, people are moving into their homes and industrial units are attracting large international occupiers. So has it at last reached a tipping point?
