Stephen Oakes, director for the London region of the Homes and Communities Agency (HCA), is leaving to join the London Thames Gateway Development Corporation as its director of development.

Oakes is a chartered surveyor and qualified structural engineer and has more than 25 years’ experience in land and property, particularly in the planning and delivery of large, complex regeneration sites for the public and private sectors.

In 2002, he joined English Partnerships in the Milton Keynes office but soon after became an area director for the London and Thames Gateway region. In 2005 he also took on the responsibility of project director for the £1bn London-Wide Initiative, an affordable housing delivery programme.

Later he was appointed the regional director for London and Thames Gateway and held this role until the formation of the HCA.

Oakes will lead a 12 strong development team at the development corporation along side deputy development director Mark Bradbury. In the past year the corporation investment in the Lower Lea Valley and London Riverside totalled £37m with projected investment spend for 2009/10 set to reach £40m.

He will join the LTGDC in August 2009.
