Taylor Woodrow had been appointed as preferred developer, but the company withdrew after a prolonged planning battle. The building, which lies opposite Marks & Spencer will be redeveloped this spring to provide seven retail units and a pub or restaurant. Dixons and HMV are expected to be anchors.
