Speaking at the Conservative Party Conference, Cameron said the government needed to “beat off this suffocating bureaucracy once and for all”, but Tory changes to the planning system proved repeatedly controversial.

Ten years later, chancellor Kwasi Kwarteng has again promised major planning reform, including relaxed rules in new ‘Investment Zones’, leaving the industry eager to see if he will have more success.
